Like said my EE score is 400 without the ONIP. I have PGWP for 3 years. It's now almost been a year and I have worked one year plus the diploma that I got from Canada. I am qualified to get in pool. But is that make sense to get in there?
Or I better want for a chance to get. ONIP? or maybe I should learn French... looks like that's the safest way as I still have 2 year + PGWP
Any suggestions guys?

Your score is low. Learn French. You need to achieve CLB7 in all four categories.

can a brother sponsor her sister even of she is not an orphan(she only have her father)?
I read online she must be an orphan only them her brother can sponsor her for PR

Sister needs to be an orphan to be sponsored assuming she is a minor. If the father is alive, then she is not an orphan.

She is not a minor. Her brother(PR) can still sponsor her still? If not...what option would u recommend to get PR?

Her brother can only sponsor her if he is single, has no children, both of their parents are deceased and he has no other family members in Canada.

Her brother is married. Thats very unfortunate for her....i thought her brother could sponsor her

Being orphan is a new requirement? I am not sure if this was a requirement before.

This is not a new requirement. It's been like this for many many years.
