Hi, hope everyone’s doing well here. I have a question regarding my eligibility for a future Post Graduation Work Permit (PGWP).

Background:

- In October 2025, I applied for a work permit from outside Canada, based on a bachelors degree completed in June 2025.

- IRCC approved my application on December 4 2025 and issued a Letter of Introduction in January 2026. The letter is valid from December 4 2025-December 4 2028.

- I have not travelled to Canada since leaving in April 2025. No physical work permit has ever been issued to me, and IRCC seems to specifically focus on the concept of “issuance” when it comes to its one-time rule. The Letter of Introduction itself also says that it (the letter) is not the work permit, and that the permit will be issued when I arrive in Canada.

- I am now considering to not activate/use this PGWP. Instead, I am thinking of pursuing a master’s degree in Canada in the future, and then applying for a PGWP later based on the master’s program.

Questions:

- Would IRCC consider that my PGWP has been issued at this point, even if I let the letter of introduction expire without traveling to Canada?

- Will I be eligible to apply for a PGWP after completing my master’s degree in the future?
