i would like to ask that if someone's case is in VO and status is RBVO during this time if job is changed and a person gets job in another NOC, it will effect the case or not?

Nop. To be successful you need 1 YEAR experience in the NOC you applied within the last 10 years. Changing NOC will not affect your case in this sense. However, its better to remain in the NOC under which you applied.
