I have re-submitted my PR application under Humanitarian after my husband passed in 2023. I have received the stage one approval last year but It has been almost 24 months ( next Monday due), I have not received the e-COPR from IRCC. Is this normal? What should I next?

Have you looked online for the estimated processing times ?

What should you do ?

You wait

You are aware HC takes years , right ?

When was AIP approved? You actually got quite lucky and got very fast processing for H&C for AIP. Most waited closer to 3 years for results of AIP. Many are waiting between 1-2 years to get through the 2nd stage and backlogs keep growing while the quota is very small. Expect significant reforms to H&C once/if bill C-12 passes because the program is online functional. Would keep establishing your ties to Canada, be financially independent, etc. since we have no idea what will happen to the general H&C program.
