My CRS score is 404, can i get provincial nomination for Ontario or Nova scotia

You haven't mentioned ADR in your time line. Did OINP requested ADR or directly Nomination was issued?

delay could be for many reasons... additional checks, IELTS expiring, draft expiring, delay on OINP end etc...
i did get 2 requests... new draft request on 15th august, ADR on 3rd Dec i think...
