Yes, unless your birthday has an expiry date and will no longer have a birthday anymore, they never expire.

Not even then. My father has passed, but my nephew was able to use his birth certificate to apply for his British passport (everyone else already had dual).d_j_heckford said:
The only thing that would invalidate a birth certificate is physical damage that makes it unreadable.

It depends on the purpose. Sometimes governments/agencies/organizations require a birth certificate to have been issued within a certain time period.
If it's for family sponsorship, take a look at the specific instructions listed in part 3 (visa office specific information guides) at http://www.cic.gc.ca/english/information/applications/fc.asp. If it's for police certificates, take a look at http://www.cic.gc.ca/english/information/security/police-cert/index.asp.
