well to answer your question, i understand that they dont ask everyone for the educational degree assessment, however on case to case basis and on person to person basis they ask. since my profession is not so common and heard of (Geophysicist & 3D visualization specialist) so thats why they reffered it to the assessment guys. whichi went wrong and they rejected my applicaiton. but i fought back and got the case re-opened. SO no its not for all to get the assessment. however you can attest the educational certificates from the canadian high commission in your country. it is just for CIC to be sure that the copies u sent are true and not fake.
