My 2nd paper application after 1st got rejected

Applied my 2nd application on vfs india. On 14th oct. On 16th i was able to track online and got acknowledgement email

But online statua showing

Does this means they have actually started working or all paper application showa this status

Anyone has applied paper can guide me here
