Manitoba government community services offers varieties proramme for new comers in all local provinces. You know city is always city so Winnipeg is main centre for Manitoba where all hubs are there. Also you said your previous status you will get 5 points extra if you migrant in Winnipeg. As I know there is no extra points for Winnipeg migration but if you want to relocate in rural area in Manitoba then you will get extra 5 points. In that case your sponsor has to be permanent status in that rural area.

ohh ok ..thnx for the information...i got my PR in Victoria, BC and i want to sponsor my brother so dats the reason i wanted to move to sponser him...SO do i have to live there for one year before i sponser him...ur help is much appreciated..

Back to your statement, case might not be that straight forward, As a virtual forum mate, I would ask you to double check with MPNP rules and regulations. As you are in BC, when you will submit your brother's SP2 statement there is a requirement to submit health card and PR details. So your PR is BC, so I am thinking Manitoba PR is necessary to submit as a SP2. Also in order to get a PR you may have to stay longer than 1 year. Just double check. Thank you.
