I suggest TO SEND your application EVEN WITHOUT your NBI clearance in order to avoid unnecessary processing delay. Your PR application will be processed even without it. I also suggest that you apply for the clearance AFTER you receive your AOR from CIO so that it will be sure that validity will be 6 months or more once the Visa Office requests for it. The NBI clearance will be requested by the VO after you receive MR.
