Hi how are you
My friend is here working in bc on 2 year (LMIA) approved work permit as farm supervisor from oct 2017.
Age 33 education 12th pass from india(ECA) Done
Ielts L 5 R 5 W5.5 S 5
Having real sister live in bc as well
Husband working here on open work permit from oct 2017 can not give ielts. Done 12th from india.(ECA) Done
Any program they can apply to get permanent resident. Please suggest

Not difficult at all. The language level is too low for Express Entry. Education is also too low.
Maybe some of the provincial programs are more lenient, such as the Atlantic Immigration Pilot.
