Moscow Visa - Registered Mail?

I'm just wondering, when Moscow approves and sends a visa, do they send it by regular mail or do they send it by courrier? I e-mailed them and asked them. However, they e-mailed me back, only stating that they confirmed that her visa was in process and they were presently doing background checks. Is the permanent residence visa a separate document or is it something that is affixed into the Russian passport?

We used Pony Express and you give your file number and name and they will go pick up the your passport at the Embassy. The Visa is inserted in your passport.

do they send PPR by normal mail or e-mail?

they called my wifes mobile phone and told here she is approved and to send passport for visa.
