Only after first round of 5000 applications were submitted from June 13 to June 20. If you have a job offer or a temporary resident of Quebec then you need to contact 514-864-9191.

I am new in this discussion...On Feb 2016 I tried to get an Account for Mon Project but it was difficult and I was not able to. Its saying that we can create new account by June 2016 and will accept 5,000 application. I am afraid that at that time if I am not able to create an account then my hope for Immigration will drop as my CRS point is less. It will easy for me to get an account on June easily?? Please inform me when anyone of you came to know the time for creating a new account .

If you have not created an account then you need to create an account after June 20th, be the first 5000 to submit application in next round, pay fee, upload documents and wait for Quebec to process and issue you CSQ. With CSQ apply for a PR visa to CIC.

What do you mean by upload documents? They ask you to wait and submit if and only if they request for documents, correct?

Yes, they will give the list and when to upload documents.
