It's upto you but I believe Canada is more developed than India .

Hi, not sure why are you asking such a question on an immigration/visa forum.

Anyway, I would suggest you go with any Unlocked mobile.
Most of the mobiles available in Indian market are already unlocked i.e they can be used on most of the networks (either here or in Canada).

SIM cards are usually available at the airport itself, so once you land you can buy em at the airport.
