I missed declaring a visa refusal from the USA during my study permit and work permit application but now while applying for PR I am declaring the visa refusal. Will there be any issues? Do I need to mention the mistake I made in my study permit and work permit application or should just avoid it as I am declaring truthfully this time? Did anyone face a similar issue?
 
It is a very questionable mistake. Missing it on the study permit is one thing, you again left it off the work permit application. None the less its best to declare it. During your background check CSIS and CBSA will also do deeper dive so telling them upfront NOW should not be an issue with the application. The reviewing agent makes the final decision based on the strength of the entire application.
 
Better declare it and include a LOE under Client Information section. They will find out when doing info sharing.
