No. You cannot put 2016 to 2017. Your divorce was not finalized until 2023. You can certainly mention that you haven't seen her since 2017 but this doesn't change the dates of your marriage to her.

does it mean i misreprsented previous applications?
i submitted pnp to province but there is no option to put dates . so i simply uploaded divorce degree
but they nominated me already

You mean back to your home county and not apply for PR? Sure, you can do that. But if you want PR, then I don't understand why you wouldn't move ahead with your application now with the help of a lawyer. Anyway, your choice.
