If by OID you mean Occupation In Demand for Saskatchewan, then check other PNP for other provinces if you're not eligible for Saskatchewan streams.

I don't think so.
In order to be eligible for most PNPs, you have to be eligible for at least one federal program: FSW, CEC, or FST, and 44 points doesn't give you eligibility to anyone of them.
