There were a couple other people waiting to land as PRs and many to activate working holiday visas. None of those people waited less than 5 hours. When someone got pissed enough to ask one of the officers what the problem was, we were all informed that we were "low priority." I guess after day trippers and people who walked/drove into Canada accidentally.
