Does anyone know if the dependents who are listed in the application (family class) can apply for a medicare card after the applicant gets AIP? Quebec btw

As long as they also live in the province, I would think they are just as qualified as the applicant is.

I am not sure what the qualifications are in Quebec though, so look to see for sure. I would say if the applicant is eligible so aren't the dependents included on the application.
