medicals updated but review did not start any chance of approval

My friend from Iran applied on 8th December and got an eligibility update on 4th January. She got the refusal letter on 13th February. So sad

No he did not. his second update was his refusal letter. And it makes me pretty worried about my case. I have an interesting case;
sumbitted on 8th Jan
Already had given BIO
elegibility update 13th Jan
UPDATE OF SUMBISSION CONFIRMATION 7th Feb
and still waiting.

The question is why they first updated my eligibility review and then 3 weeks later they said they had received my application. Shouldn’t it be the other way around!!!!

At this stage it is very difficult to tell what is automated and what is not. Everything seems very random and you cant really see a trend like you could before.
 
I still look for an answer;
how long does it take to send out refusal desicion after eligibility begins?

I‘ve heard that it takes like 2 weeks to give out the refusal letter after elegibility update! and if it takes longer then that’s the sign of approval!!!
