Medical surviellance

My mother did her medical exam for PR application she is in canada now , but we received a medicalsurveillance email .
But as i read it should be issue with the approval of the PR visa , i am confused . Why we received it before Could you help pleaseh

As stated, medical surveillance is only for suspected TB infection.
