MAY 3, 2017 Increase age up to "22" for dependent

I am a new immigrant here in Manitoba with my husband and unfortunately, my son was not able to come with us last feb 2017 when we arrived here. He was 19 years old just 25 days after i've submitted my full application on Nov 19, 2015. He's our only child and we want him to be with us. Based on the ammendment of increase age up to age 22 to be implemented on October 24 this year who happens to be his 21st birthday, can I apply now or appeal in order for him to be included as my dependent? If it is possible what kind of immigration program or sponsorship would I apply? Can I apply as early as now? Please advise what will be the first step I need to do as soon as possible. You can't apply now for anything. You must wait until Oct 24, and only starting that date can you submit an application to sponsor him as a dependent.
