Don't lose hope, I think it's too soon to assume we'll be stuck for a year especially if BG and test are done. Hoping for some action in the next couple of months.

Yes it looks like Mach and April 2023 Toronto applications are progressing to LLP stage.

I think Scarborough office is now working on June 2023 applications.

I just now received the notice to appear email for Sep 20. The online account says the ceremony has not started.

On the other hand, my wife's nothing completed except background. Even she had taken the exam three weeks ago. That is also still not updated on the online account. So, kind of frustrated we both cannot appear on the oath together. She called IRCC a while ago. The agent has told her nothing is flagged on the profile. It's just a matter of time, and she will have to wait until the agent processes the file. Because the files are processed individually.

This is normal. All AOR's come from CPC-Sydney and all fingerprint requests come from Vancouver.
Your processing office is Scarborough ( SCRNN ) which is where you got your test request from. I have the exact same as you.

Oh okay. What Scarborough office processing like? Is this normal window to be stuck at LPP for long? whats the average time to LPP from that office if you know?
