I ran into the same issue. Seems that online applicants after a certain application date can only access the new tracker. You have 2 options:
1. Use a web form
2. Call them

I filled 2 webforms, one month apart each and there was no response. Finally after a long wait I was able to speak to someone on the phone who helped with the change

I submitted my application online in May, but I realized that I chose the wrong city for one of my addresses today.

Is there a way I can update it?

If you are a paper applicant, then your address shows under ecas when you login. I also send them email to update address 2 months ago, but do not see it updated yet.

they send an e-mail. Usually we see the update first on the web site.
the e-mail is sent 72 hrs before the test windows is allowed.

No the PR card doesn't have a signature. I intend to use my driver's license.

They just cut the call if no representative is available. Did you try multiple times till you finally got someone to talk to?

UPDATE: Called a second time, wait was approx 40 minutes, but it was quick to get the address updated. Representative said it should take about 2 days for the change to go through. Not sure how to confirm once it does, maybe it shows in the citizenship app PDF we can download.
