In yoir gcms notes of eligibility, is there a quote from officer, it will be at the last 2 or 3 pages. Just check it. If there is officer note then it is called conclusively passed by officer, other wise just passed by case processing agent or case analyst.
I don`t know what you mean by "conclusively", but I think so.

Anyone with a COPR (even post March 18 non US residents) can travel to Canada now. (https://www.canada.ca/en/immigratio...ronavirus-covid19/immigration-applicants.html). They have also reduced quarantine for vaccinated travellers starting July 5th.

Looks like they are finally opening up. This is a great sign for Outland applicants who are stuck since last year. Hopefully they start processing and sending PPRs to those stuck since last April/May

Yes, you can have multiple application at the same time even without withdrawing th previous one. However, if a decision on has been made, then the other application will be closed.

Files are routinely transferred and can be sent to any visa office across IRCC network. It has no bearing on the processing.

Also, security usually starts only after eligibility is conclusively passed by an officer. Check if your eligibility is passed or just recommended passed.
