You can send by email to CPPO-Cost-Recovery @ cic.gc.ca
I mentioned my immigration file number and client id in the subject

Any idea on how much time it takes from the time medical is requested to RPRF request??Also is canadian PCC reqd if i am in canada for d las nine months??

Mine took a month and i believe yes

For the PCC the Canadian one is not required unless specifically requested by the case officer. As per CIC for the PCC "These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18."

The information is displayed under Application for Permanent Residence – Provincial Nominee Program (IMM P7000) and it appears under Step 1 - Gather your documents
 
Thanks for d prompt responses... I was jus thinkin of going for the canadian PCC against my application no. beforehand if they are goin to ask for it eventually..it wud just save me some time and i dont believe it wud hurt my application anyways..pls ler me know if someone has gone for the canadian pcc without a request frm a CIC...

We started processing your application on September 24, 2013.
But the status changed today. Any ways good going. Please update.
 
Medical received and In Process na po kami.. Just checked our status in ecas a while ago.. Thank You Lord
