I think you should have to contact your local MP and explain your case if you are in Canada. Also write an nice email stating that you already passed processing time for 13 months. They will definitely respond either one of it.

Are you still waiting . I am july 2013 applicant still waiting my eligibility , medical and criminality is passed and security is in process. I really dont know how long they are going to take for security checks.
