Maternity leave while waiting for inland OWP/PR

Hi,

My wife, a US citizen, is due in Dec 2021. We applied for her inland OWP and PR but the file only started processing 2-3 weeks ago. I'm trying to understand 2 senarios:

1) If she gets her OWP ASAP and starts working for 3-4 months before the baby is born, will she get maternity leave?
2) If she doesn't get to work before the baby is born, will she get maternity leave? Does it make a difference if shes on OWP vs PR?

1) In most cases it seems to be taking 8-10 months to get OWP these days. She needs to work at least 600 insurable hours before the baby is born in order to qualify for EI maternity leave payments.
2) See above. She needs to work 600 insurable hours to qualify for maternity leave payments.

Don’t see a way to qualify for mat leave if you haven’t received OWP. Getting a job while heavily pregnant would also be very challenging. Does she have healthcare? In some provinces she doesn’t qualify for that either.
