Hi I am a Canadian and I want to marry someone from Afghanistan who is living in Turkey without papers or status. They are illegal, so to speak. They do not have the proper refugee card/status.
If I marry them in Turkey, can I try to bring them here without any documents?

You will need to sponsor them through the spousal sponsorship program.

The short answer to your question is no. They will need valid identity documents to complete the immigration process. Normally this means they must be holding a valid passport. I'm assuming official refugee identity documents are also accepted but don't know that for certain.

As part of the process, the individual you are sponsoring will have to go through a medical, IRCC will also conduct secure and background check. These are some of the reasons why a valid identity document is needed.
 
Your future spouse may also need to go through an interview which is usually conducted in their home country. You should be prepared that sponsorship will take over a year. Afghanistan application tend to be longer than average.
