marriage with Costa Rican citizen

Ok, so my girlfriend and I decided to get married sometime next year, she is a costa rican citizen and Im a Canadian citizen, so our decision was to get married there and after marriage start the sponsorship process... I read somewhere about qualifying as a sponsor and I understood everytihng except this one: "You are not on any social assistance program" What does this mean? is applying for EI social assistance? I want to know because it could be the case that I loose my job, and have to apply to EI, so if I do apply to EI will that make me ineligible to sponsor? Thanks!

No, EI is not social assistance, since it something that you pay into. Social assistance is what used to be called Welfare. In Ontario, it's now called Ontario Works. Not sure what other provinces call it.
