Marketing Manager or HR?

Hey guys,

I work in big company & to provide roles & duties & other things as specified by Cic, I asked my marketing manager to provide me a letter as I report to him & he did on company letterhead. HR provides letter without roles & duties.Now, my question is would they call Marketing Manager or HR ( just to clear,it's marketing manager details at bottom of letter)?, as my HR might not be aware of my duties?
