Usually RPRF is sent when eligibility is passed or recommended passed.

It is a good sign, and after your security is concluded, you should receive the PPR.

I think most FSW Outland applications are waiting for security to start. If security takes 110days, all the applicants will have to wait almost four months when IRCC start to process all those files. Guess no PPR this year.

There is also the possibility that security actually started already and they are just waiting to finalize it and update the status. Only way to know for sure is to order the notes, unfortunately: the status obtained from webforms or calls can be misleading.

You are not an outland applicant. For most inland applicants, only a record check is done, which is faster.
