I had a DM listed online a long, long time ago (well, over 6 weeks), in that time I was asked to send in the prepaid express envelope etc and then again asked for proof of marriage (as we informed them of my change in status). But, nothing else. Anyone else experiencing a very (very) long DM to COPR experience? Thank you in advance

In an event where one has received a request to submit the passport and pay the RPRF with photos and more documents, at what point does one determine the decision has been made? Can we say the decision (DM) was made before the request? Or after the documents have been received and accepted?

I can't speak for other circumstances, but in my case, I noticed the DM on ecas and then a few days later received an email for a copy of my passport and photos. I had already paid the RPRF. Hope that helps.

generally, a decision can't be made until the RPRF is paid because that is the fee that is used to process the approval/visa. you will know a decision has been made when a) your ecas changes to DM or b) you receive the COPR in the mail (if visa exempt) or instructions to send your passport for processing (if non-visa exempt). until one of those happens, you can't really assume anything about your file.

Or, I'm visa exempt, however I still had a request to submit photocopy of passport, additional photos and supply a self-addressed express envelope. Presumably after that, the COPR arrives.

correct, you won't get your COPR until all of that is processed. Generally, DM comes AFTER all of that is requested and received. some visa officers may hit the trigger earlier. it's really dependant on the visa office and the officer handling the file.

Ottawa may be changing things up a bit because of the recent postal strike threat. before then, applicants did not have to submit a self paid envelope for their COPR. it was sent through regular canada post mail.
