You need a job offer for the atlantic pilot, however it can be skill 0, A, B or C where as the skilled worker expressed entry (normal method) must be minimum of a B.
However it’s much more likely to yield a job offer as canadian employers do not require a LBIA (labour market impact assessment), they can offer you the job immediately, then all the employer needs to do is get a letter from the province and provide you the job offer letter.
They can then get you a temporary 1 year work visa, while it takes only 6 months to then wait doe the permanent resident application. The visa protects the company as the visa is only valid for that specific employer.
As you situation is similar this may be a good route for you.
