Manitoba Paper application

My brother just recived his Provincial nomination certificate from manitoba. But they stated he it must apply for a paper application. Is there anyone else in the same boat?
We have just checked the paper application procesing time on CIC websites it states 15 to 19months..

Yes that is how he need to do. Ircc PR paper based. So another 20 months to go after submitting the correct applications.

Provincial do not give you PR status. Everything need to go thru federal.

Because of his job, I guess, he is not qualified to apply thru EE.

If you have an EE profile you can email them to see if they can send the nomination to your EE account.
