Manitoba HealthCare - Wait Time for a Canadian Citizen returning

My wife and I are Canadian citizens - we have been living in the US for the past 17 years - and are considering a move back to Canada - specifically Manitoba.
I am trying to figure out how long it would take to be eligible for the Provincial health care - when we make this move.

I looked over the Manitoba website and I am confused

Under the eligibility sections it states : "Reside (physically) in Manitoba six months in a calendar year"
It sounds like you have to wait 6 months before being eligible.

Further down it states :
Who is eligible for Manitoba Health, Seniors and Active Living coverage?
Returning Canadians : You are eligible for coverage the day you arrive in Manitoba when proof of your Canadian citizenship, arrival date and residence status are provided.
So from this it looks like you are eligible from the day you move there.

Which is it?

You are covered right away but you must remain in Manitoba fo at least 6 month in the year for you to keep your coverage.
