I never raised any CSE as all the process is on schedule and as per the processing time mentioned in Web Site and Email itself.

I once discussed with an authorized immigration representative that raising un-necessary inquiry will only result in delay of the process.

I contacted RIH as I had a pending PCC and I was not able to submit within specified time period and his replies were very polite and professional.

As per RPRF and MR Email they mentioned " Please give us 4 months time period to analyse your file". So as per this duration I started counting from the Day my PCC and RPRF reached LVO.

So keeping Finger crossed and hope for the Best.

I think you need to follow this forum threads and gain knowledge. It's very healthy to raise a CSE or order GCMS Notes. I don't know which consultant has advised you that. There are 4 to 5 person on this forum who never raised CSE and CIC/Visa Officers assumed they are dead or not interested in coming to Canada and they have received refusal in term of Decision Made on ECAS and later getting the letters that they have sent this and that on this date and no response has been received.

But not to argue it's your very basic choice. We are here to help each other.

Actually I monitor my ECAS daily and check for email daily even Junk.

after reading your post I checked CSE page and they mentioned we can contact if normal processing time elapse, so I am planning to Raise CSE right after 18th Jan'16.

Yes that's we all do Check ECAS and Emails on hourly basis.....

Seeing your due date [29 feb 2016]. The best thing to do is order GCMS Notes immediately. Once you receive notes, review it thoroughly and if no changes and due date is same 29 feb 2016, Raise a CSE with polite words that as per GCMS Notes, the review date of my application is 29 feb 2015 and when can i expect the next instructions from you.
