Did I understand it correctly? EE lowered IELTS min score from 6 to 5?

It depends on the program. The one you are talking about is for "Skilled Trades"

ok..before I have 63 eligible points when I had a mind to apply FSWP. But IELTS is stucking me in reading module always 5.5 in last 4 attempts.

Now again i have 6 overall (but reading 5.5) all other are above 6. present points 63.

Now please let me know for EX Entry I can not be eligible????? or with this band I can not apply EX Entry?

You should assume that a minimum of 6 in each IELTS category will still be required if you are applying for FSW under Express Entry.

7 6.0 6.0 – 7.0 6.0 6.0

9 and above 7.0 – 9.0 8.0 – 9.0 7.0 – 9.0 7.0 – 9.0

Under EE there is no minimum IELTS required for spouse, you can have max of 20 points if he/she has required IELTS score.
