Low Acceptance of "Included OWP" applications?

I've been looking at historical statuses of inland applicants who also submit an OWP as a part of the PR application and it seems that nothing much happens with the OWP... Few OWP seem to be granted, or acknowledged... *



Does that mean we have to wait until the PR is granted to work here or have people submitted separate OWPs to get the ball rolling to work here?


* - Maybe the observation is incorrect given the small sample size ("included OWP" applications seem to be a fraction of total PR inland PR application).

My lawyer sent in the OWP application with my inland sponsorship application & I was granted an OWP about eight months later that was durine covid now it take probably about four months.
