He lost his PR Card and needs to travel. What should he do?

He lost his PR Card and needs to travel. What should he do?

Please advise. Urgent.

He will require either a PR card or a Permanent Resident Travel Document in order to board a commercial transportation to Canada. I suggest that he applies for a PRTD when he arrives at his destination. He won't have time to get a replacement PR card.

The reason for travel is irrelevant.
With no PR card there are limited options:
1. If a US passport holder, just fly on US passport so no PR card or PR TD should be needed
2. If any other passport, apply for PR Travel Document after arriving at destination. Make sure he's there several weeks to go through the PR Travel Doc application process
3. Fly back to USA, and cross back into Canada via a land border. Here just passport and COPR is enough, don't need PR card or PR TD.
