Looking for guidance to apply for student SPP visa

Hi,
I have got the LOA for Sep-17 intake in Fanshawe college and i have applied for one year graduate course.
It would be great help if anyone guides me on how to apply for student visa SPP.
it is mentioned in the application that Do not submit to IRCC for study permit. Student
accepted under SPP.
How to apply for SPP please guide me
