Job Offer........
Pre-Assessed..
LMO = Labour Market Opinion. The employer needs to apply for it to prove that he has advertised the job, is paying market wage and can still not find any Canadians. The employer gives you the LMO and you use it to apply for your work permit.

Read http://www.immigration-quebec.gouv.qc.ca/en/immigrate-settle/temporary-workers/obtaining-authorizations/certificat-permit/general-procedure.html

If you are from a visa exempt country, normally it's enough to bring the LMO and apply for the work permit on entry but according to the webpage I linked to above, in Quebec, it is only if you are a resident of the United States, Greenland or Saint-Pierre et Miquelon. If you are from some other country, you would need to apply for a work permit as described there. For Quebec, you also need Certificat d’acceptation du Québec (CAQ)
