LMO and Federal skilled worker (FSW)

Hi everyone

My brother who is a MD in USA, just moved to Canada on Work permit basis.
He also have valid LMO too. Now we are thinking of applying his PR under FSW.
I have couple of questions:

1. As per my understanding, he can apply for PR under FSW as he has valid LMO. Please confirm?
2. His local office will be Ottawa, since he is in Toronto right now.
3. Current processing time at Ottawa office is 15 months. Is it better to apply now or when FSW opens because I heard the new FSW process will only take few months.

This is Gaurav. I am currently in Canada working as mechanical design engineer since last six month & going to file my FSW application next month after my CELPIP examination. I read your post of being in same situation & going to file FSW application in FEB 2013. Have you filed your application? What is the status of your application? Start the process ASAP. The sooner your applications get in, the sooner they will be processed. Since your brother already has a job offer and a valid LMO, he can apply right now. Applicants with job offer after May will NOT be processed earlier than applicants from before May. If you wait until May, you will also have to fulfill the new requirements such as getting ECA that will not only lengthen the process but also cost you more.
