I saw this on cic website

In most cases, your employer needs a Labour Market Impact Assessment (LMIA) to support your job offer for Express Entry. Some jobs do not need an LMIA.
Your employer doesn’t need an LMIA to support your job offer if:
  1. you have been working full-time for the employer on your work permit for at least 1 year (or an equal amount of part-time work)
  2. you have a valid job offer, and
  3. you have a valid work permit that is exempt from an LMIA under:
    • an international agreement
    • a federal-provincial agreement
    • the “Canadian interests” category
what does it mean anyone can explain ????

that literally just means what it says.

you don't need an LMIA if you continue to work for the same employer - namely you've worked for your current employer for more than a year in Canada

you don't need an LMIA if you are under certain special conditions such as US Citizens working USMCA (fka NAFTA), some religious institutions or charitable activities

Apart from above stated points this rule is introduced to give 50 points for applicants who are working in ICT ( LMIA exempt) work permit holders and working for a period of minimum 1 year.

Is it applicable for PGWP as well? Am I able to claim 50 points as having valid job offer after 1 year to apply via CEC or FSW?

No - you cannot claim the 50 points.

Your employer must obtain an approved LMIA if you want to claim the 50 points.

You need to have enough points to be selected through FSW or CEC - or to receive a PNP nomination.

If you want to work beyond the duration of your PGWP, your employer will need to get an approved LMIA so that you can apply for a closed work permit.

My points are lower because of IELTS on Express entry. I am eligible for International Graduate stream for many provinces. Hope IELTS is not mandatory for them.

you meant you havent maxed out your ielts score? Regardless which province you are applying for PNP, an IELTS test result is required
