Live in caregiver application refused-How to send reconsideration request

My live in caregiver application refused 2 times. I got the disclosure of officer's notes and I have proof of documents I can send to the officer that I have full six month training as a live in caregiver. Certificate was attached but officer was looking for the 6 months period on the certificate and also contents of the course which I can provide now. Does any one know how to send reconsideration request to New delhi CIC office. please help.

There must be some e mail address on the site of high commission of your country you applied to.
