My husband and I have tried at least 30x each to link our applications and we keep getting locked out. Any suggestions on what we might be doing wrong.

Have you read through the thread on application linking on here? Loads of hints and tips!
A common thing people do is to put 2 instead of 1 for number of people in application or by putting single in marital status.
