Someone told me that someone can invite his/her friend of family or send invitation letter once in the whole life? is that true? if not. Then is there any limit of sending invitation letter ?

There is no limit.

However is someone gives a family member of friend an invitation letter and that family member or friend then ends up claiming asylumg in Canada, this will make it more difficult for that person to invite someone else in the future. For this reason people can be reluctant to give an invitation letter.

Getting a TRV is very difficult especially if it is for your mother and her 2 dependent children. Would start by trying to see if you can get a TRV. Currently you don’t meet the travel restrictions,

Why its difficult ?
Because there are no more ties left in KSA. If the children were left at home then the mother is more likely to return. Is your mother working? Has she had a longterm well paying job? Doesn’t sound like she owns her own property. You should still certainly try but TRVs are difficult to get for many people.

Yes she has a paid job and also she runs a business as in e-commerce business, which needs to run by staying in KSA. And also she has some property on her fathers name. But her father is dead now.

Property under her father's name doesnt help.
