I have some friends in Canada and they are Vietnamese. So If they write to me by English, is it ok? then I dont need to translate into English. Or they should write letters by Vietnamese and then I translate to English, is this way better? Because I am also Vietnamese

Hi yes they may write a recommendation letter in English for you regardless if they are Vietnamese.
Remember that you have to supply two affidavit letters of recommendation amongst others.

Their writing the letters in English is fine. If their English is not very good, as long as the letter is understandable it is good enough. Or they could also write in Vietnamese, but then you would need to get them translated. CIC does not want you to translate this type of evidence.
