Letter of Explanation for not having the documents from spouse

Hi All,
Need some inputs around writing a letter of explanation regarding not able to get the documents from spouse who is not legally separated or divorced.
Does anyone know if CIC approves the PR application without spouse documents?
In case of non-accompanying spouse.
Pls share sample letters if anyone have done this before.
