"Letter of Authentication" from the RTO in India (Chennai)

I hope someone can help me here.

I've been driving for several years, and am looking to drive in Canada once I land. I need to get a "Letter of Authentication" from the RTO indicating that I have over 24 months of driving experience over the past 3 years.

However, the RTO says that they have not heard of such a letter, and that it would not be possible to give one.

Has anyone come across such a situation before? What could I do to get the letter?
